labels wasn't being filtered with not-allowed-labels array

This version takes all repo labels, and allows them to be selected in issue;
If one or more labels are for administrators only, they can be passed a string
labels-not-allowed: 'wontfix | duplicate'
To facilitate a listing, labels can be listed inside a comment, which will be ignored by default;
If the labels wouldn't make sense to be in the body of the issue, a flag can be passed ignore-comments: false
