Compiling with android ndk 26 arm64 causes a crash when breaking a search location thread. So revert to ndk 22 during investigations.

• Using the ndk 22 requires to patch libosmscout to be compatible with the standard C++17.

Only tbe APK compiled for arm64 is impacted by the issue. So for now only the package armv7 is provided.

• Rotate the magnetic azimuth when the orientation of the device change (enabled only on Android)

This is the first release of the new major version of osmin (1.13)

It uses a new version of map database, therefore you will have to upgrade yours existing maps.
