Fixed
- make curl request more resilient
- replacing "echo .. | head -1" to avoid broken pipes
- fix mirrors using HTTP redirects being flagged as unhealthy
- ensure uniqueness of selected mirrors
- ensure current mirror is always speed tested if not excluded explicitly
- fix setting of mirror URL in config files with tabs
- don't fail action if APT mirror detection failed
- use Acquire::http::Timeout=10 with apt-get
