As usual, OS-specific users do not need to do anything extra as there are no prerequisites changes, generic users will need to upgrade their runtimes to match. Plugin creators should recompile their plugins targetting 3.1.
* As initially stated for V4.1 release, the build trimming for OS-specific builds is back with a long-awaited feature of a single exe deployment. Thanks to that, OS-specific builds are not only smaller for download and usage, but also result in a much better directory structure with only a single binary and related ASF files. Generic builds are not affected by those improvements (as there is no generic container we can use for bundling, and no runtime bits for trimming). In addition to that, OS-specific builds for Windows are not currently published as a single file (but still trimmed) due to #1544. Since this is a rather new addition that required small code changes from ASF to work properly, more testing (and bugfixing) might be needed, let us know if anything comes up, feedback welcome as well.

This problem doesn't affect ASF's performance, compatibility or any other aspect of the project, only a size difference, therefore it's not a blocker for V4.1 stable release.
