HarmonyInSilence

This fixes a bug where speakers of previous voice sessions leave, permanently breaking the state of the voice connection until the bot is restarted.

Long at last, the first release of Harmony In Silence is functioning. Right now, there's quite a few limitations:

• The bot can only handle 100 speaking users - globally, all across Discord. I haven't been able to test the bot with more than 100 users, so I don't know how it will behave if we hit that limit.
• The bot doesn't disconnect from the voice channel on it's own. Please manually disconnect the bot from the voice channel after you're done using it.
• There's no subtitles activity yet. Once that's implemented though, you'll be able to see the subtitles right in the very voice channel you're in without ever leaving Discord.

I'm working on these limitations, and I hope to have them fixed soon. Unfortunately a lot of my time is spent on my irl job, so I can't work on this bot as much as I'd like to. If you'd like to make a donation, you're welcome to contribute to my Patreon: https://www.patreon.com/OoLunar.
