Reverts previous changes as they led to config import/export issues.

gin-admin-experience - 0.1.6 Configures to be installed on any core theme or non-Experimental install profile.

This recipe can now be installed on the Minimal or Standard profiles, or the Stark, Olivero, or Claro themes.

Drupal core's block_theme_initialize() makes a new theme get the same blocks as the current default theme (system.theme:default).

So this recipes sets a lot of blocks to false, but it can now be installed in all the combination you can start core from.
