fix an issue with -180 and 180 longitudes wrapping around and some issues with IE7 being a terrible browser.

(should have been 2.2.3 but @calvinmetcalf accidentally bumped it a minor version too)

fixes issue with projects created by name not being the same as those being created by proj string or wtk #116

Documentation fixes and added proj4.defs('name') as an alias for proj4.defs['name'];

Adds the dist folder back in which was omitted since 2.1.1

a quick patch fix for #99 version 2.1.0, was not 2.1.1 because calvin saw the current version was at 2.1.1-alpha somehow missed the alpha part.
