Rename egress.allowAllExcept to egress.allowAllExceptCIDR for consistency in naming. Add support for ingress rules by namespace name. Imperfect because pods colocated on the same host seem to ignore the ingress rules. Maybe related to https://github.com/k3s-io/k3s/issues/2390.

Change semantics of egress.enabled=false to mean all egress is disallowed. Update helmfiles accordingly.
