PlotJuggler

Since version 1.0.0 there are few noticeable features:

• It is now possible to set manually the maximum and minimum range of a PlotWidget. This is particularly useful during streaming.

• The tab migration between different windows works again (it suffered a regression some months ago).

• Layout files will now rememenber the selected topics (rosbas and streaming).

I am happy to announce the first official release of PlotJuggler.
What "1.0" means:

• It implements all the main capabilities and features that I imagined when I started this project more than 1 years ago. I wanted it to be fast, extendible and and easy to use.

• It has slightly less bugs and crashes compared with the previous tags.

• A stable API for the plugins (stable until I decide to change it, of course).
