Fix several bugs:
1. Loading run status to frontend to fix https://github.com/pytorch/kineto/issues/130, https://github.com/pytorch/kineto/issues/270, https://github.com/pytorch/kineto/issues/338.
2. Fix bugs happens with tensorboard 1.15 related to import errors which is available in Tensorboard 2.0
3. The GPU metrics in overview will not show the SM efficiency and occupancy when there is no kernel inside ProfilerStep, but kernel outside ProfilerStep
