Introduction of a basic container image for AIS-catcher for use with Docker, Podman and the like.
Included is the Dockerfile itself, but also a GitHub Actions workflow that will build and publish images for this to GitHub Container Registry at ghcr.io/jvde-github/ais-catcher.

Some updates to improve stability when continuously running on a Rapberry Pi:

• added threading with buffer overrun and timeout detection, faster downsampling, some stability improvements
• v-switch allows for bespoke update frequency to keep logs maneagable
• small improvement in reception

Update with function to select device based on serial number.

Windows binary version only provided for latest Release.
