This is a bugfix release to fix an issue where the Keybase service would fail to start (either with keybase ctl start or from autoforking due to some other CLI command).

This bugfix affects non-Mac, non-Windows systems without systemd and without run_keybase (e.g., Termux, *BSD, some Docker images, some Linux systems).
