Making the extension ready for YouTube's new player resize button

As of releasing version 1.5.1, it's still being A/B tested (i.e. only some users have it), hence this release is to make the extension future-proof

Also, changed how the extension changes the quality (#42)

Returned the auto-resize feature

What's new:

• Upgraded the extension to use Manifest V3 (except for Firefox and Opera), which means that it has an extended shelf life on Chrome Web Store
• Removed the player auto-resize feature. The reason is that I couldn't figure out how to reliably resize the player as the /watch page loads up; hence I removed the feature - it's not up to my user experience standards
  But, if I can figure out how to reliably resize the player smoothly in the future, I will bring the feature back

Fixed a bug involving using an incorrect fallback quality

Fixed resizing the player by setting a cookie
Fixed the player settings being opened up when seeking through a video (typically happens when the extension has updated but the video page hasn't refreshed)

Fixed a bug in embedded videos in which the quality wouldn't be changed if the video isn't auto-playing

Merged #12, involving a playlist-related bug fix in which, during a playlist, if the user set a custom quality, the next video's quality will be set by the extension

Fixed a bug where an embedded video's quality wouldn't change if it was autoplaying

Fixed 2 bugs:

1. Opening the notifications panel during a live stream and then hovering over the video would cause the notifications to be closed
2. Resizing the player via the popup will modify the correct YouTube cookie

Updated translations, more specifically: Dutch, Polish, Russian, Turkish

Fixed again the bug that prevented from the notifications panel to be opened in a video page

In this version, I fixed 2 bugs:

1. Allowing the user to manually select a quality
2. Allowing the user to open the notifications panel on the top-right corner in a video page

An update mostly focused around bug-fixing, but I also made a part of the code a bit cleaner in yt-auto-hd-content-script-functions.js

Fixed a bug (#7) in which the user could not manually change the quality, as the extension would change it back
After the video changes (whether the user clicks on a different video or the next video autoplays), the extension will take the wheel of the automatic quality control

Fixed a small yet crucial bug that without it the whole idea of "select the closest quality" would just not work
