Update Windows Community Toolkit (UWP Notifications) to 5.0.0.

This is an installer which will result in a valid AppId for the proper display of Toast Notifications in Windows 10.
It is not signed, and will warn as such when run.
It will put a PNG file into C:\Program Files\BurntToast and a shortcut to this image will be included in the Start Menu.
Once installed, set the AppId value in config.json (found in the root of the BurntToast Module) to: King.Geek.NZ!BurntToast
