- Add CMOS reset detection
CMOS reset should now disable Resizable BAR so you won't have any boot issues after doing one. This works by checking if the system date is before 2023.

- Fixed bug where BAR size is set to 128MB if GPU only supports 32/64/128/256MB and ReBarState is set to 256MB or larger
- Some optimizations and size reduction
If you're on the previous release of ReBarDxe and don't have any issues then you don't need to upgrade

Tested RX 580 8GB with 8GB BAR on Gigabyte B75M-D3H.
UEFI patch was needed to use sizes larger than 2GB.
