C# Code to emulate the 3DS's hardware AES KeyScrambler

Note: For legality reasons, the CTRKeyScrambler.cs does not contain the secret constant C used in the KeyScrambler's algorithm. Users will have to add it themselves in the readonly byte[] designated by comment.
