Portfolio : Setup and Mobile version skeleton

This projet is the number of milestones to follow in order to create a profesionnal portfolio website. I have to use HTML & CSS best practices, JavaScript best practice, Github flow and linter for HTML, CSS and Js to configure a github repos and prepare it for developments best practices.
