erlide_eclipse

Updated the supported Erlang versions to OTP23, OTP24 and OTP25.

Visual changes:

• Changed the Dialyzer preferences menu placement
  from Erlang > Compiler > Dialyzer to Erlang > Dialyzer.
• Removed the Update PLT button in the Dialyzer preferences since it had no effect.

Update baseline to Eclipse 4.10

Uses Eclipse Photon (4.8) as base.
