Tool for posting daily updates on the latest available Rust Nightly

Will poll the nightly manifest every 30m and look for new releases of rust and cargo. When one is found, it will tweet as @rust_at_sunrise with a tweet of the form:

sunrise needs to know the last nightly at the time execution to correctly generate the GitHub URLs. Run with:

$ rustup update nightly
$ env CONSUMER_SECRET=... ACCESS_TOKEN_SECRET=... \
  cargo run (rustc +nightly --version) (cargo +nightly --version)

You can also add -d to do all the processing, but not interact with Twitter (the environment variables are then also not needed).

Note that the command above will not tweet anything when you first run it, since there won't be any nightlies available that are newer than the supplied version. You will have to wait until the next nightly release for anything exciting to happen (or you can manually supply an older nightly version string).

sunrise currently needs a nightly compiler (hah!) due to its dependency on rustc-perf.
